Chad M. Halbur
President

Chad M. Halbur is President and a shareholder of Cornerstone Private Asset Trust Company, LLC. He is responsible for establishing procedures and the development of day to day operations. Chad is our Senior Investment Manager and oversees all accounts and works with clients on strategies to help meet their financial goals and is involved in the implementation and daily management of those strategies.

He is a CFA® charterholder, Certified Trust and Financial Advisor. He is also a member of the Twin Cities Society of Security Analysts, Minnesota Financial Planning Association and is a member of the firm’s Investment Committee.

He was born and raised in the Twin Cities and completed his undergraduate work at St. Cloud State University. After obtaining a B.S. in finance and a minor in economics, he worked for a large insurance company for several years before joining Boeckermann, Grafstrom & Mayer Wealth Management, LLC in 1999. As Assistant Investment Advisor, Chad handled investment research, due diligence, portfolio design and implementation of all investment strategies.

Chad is married with two children. Chad enjoys hunting, fishing and vacationing at his family’s cabin.




Daniel A. Boeckermann, Certified Public Accountant, Personal Financial Specialist, Registered Investment Adviser, and Chairman of the Board

Dan is a Certified Public Accountant, Personal Financial Specialist and Registered Investment Adviser.

He was born and raised in Melrose, Minnesota and graduated from Melrose High School in 1967. He attended Moorhead State University in Moorhead Minnesota where he graduated with a B.A. in Accounting in 1971. He received his CPA license in 1972 from the State of Minnesota. He became a Personal Financial Specialist (PFS) in 1987. He passed his SEC Series 65 exam in 1996 and became a Registered Investment Advisor. He was one of the first twenty-five CPAs in the nation to receive the PFS designation from the American Institute of Certified Public Accountants, and received the third highest score in the nation on the 1987 PFS Examination.

Dan has extensive experience serving as an individual trustee for many types of trusts and as a personal representative for estates.

Dan worked for a local CPA firm in Moorhead, Minnesota from 1970 to 1972 when he and three other individuals co-founded Boeckermann, Fiebiger, and Swanson & West in Moorhead, Minnesota in October 1972. In 1980 he moved to Minneapolis, Minnesota to start a new office for the firm. In 1982 he co-founded the firm of Boeckermann Grafstrom & Mayer, LLC, Certified Public Accountants. In 1996, he co-founded BGM Wealth Partners, LLC to provide investment advisory services to clients. In 2002, Cornerstone Private Asset Trust Company, LLC was started to provide corporate trust services to clients.

Dan served on the Riverside Bank Board of Directors from January 1995 to August 1999 when the bank was sold. During that time he was Chairman of the Audit Committee and the Funds Management Committees. He also served on the Executive Loan Committee. From September 1999 to September 2000, he was a member of the Associated Bank of Minnesota Board of Directors, Executive Loan Committee, Funds Management Committee and Audit Committee.

In November 2001, Dan co-founded Venture Bank where he serves on the Board of Directors and the Executive Loan Committee. He is also Chairman of the Board.

Dan is a member of the American Institute of Certified Public Accountants, Minnesota Society of Certified Public Accountants, The American Institute of Certified Public Accountants, the American Institute of Certified Public Accountants Personal Financial Planning Division and the American Institute of Certified Public Accountants Management Advisory Services Division. Dan is licensed as a CPA in Minnesota, North Dakota and New York.




E. Thomas Welch

E. Thomas Welch
Business Development Manager, J.D., Palisade Asset Management, LLC

E. Thomas Welch is a Business Development Manager, holds a J.D. and is a Principal and Owner of Palisade Asset Management, LLC, a registered investment advisory firm. Tom has had extensive experience managing trust departments over his career.

Tom has over 35 years of wealth and trust management experience. Prior to joining Palisade, he was President of BNC National Bank, MN region and head of the Wealth Management division for three regions (MN, ND and AZ). Before BNC, Tom was Managing Director of U.S. Trust Company responsible for financial, risk management, compliance, and fiduciary matters for the Minnesota offices.

From 1984 to 2001, he was President and a Director of Resource Trust Company and a Director of their Eastcliff Mutual Funds. For nearly 20 years prior, Tom was the Senior Vice President at Marquette Bank responsible for the trust and retail divisions, Marquette Capital Management, and Marquette Insurance Agency. During his tenure at Marquette, he also managed the marketing department and the investment departments, servicing the needs of over 400 institutional clients. Tom received his J.D. and B.S. from the University of North Dakota.



Jon T. Meyer
Certified Financial Planner (CFP)™ and practitioner, Registered Investment Advisor Representative

Jon is a CERTIFIED FINANCIAL PLANNER™ practitioner, Registered Investment Advisor Representative and is licensed in life and health insurance.

Jon was born in Melrose, Minnesota and attended Crosier Seminary Preparatory High School. He received a B.A. in political science and a minor in economics from the University of Minnesota, Morris campus. After six years as a financial planner with a major national financial advisory firm, Jon joined BGM Wealth Partners, LLC as a partner in June 1999.

Today Jon is President of the Wealth Management firm handling day to day operations, coordination of all client issues, and long-term strategy. As the Investment Manager he is responsible for the individual client portfolios and is a member of the investment committee. Jon provides business owners and executives with comprehensive financial planning and investment management solutions.

Currently, BGM Wealth Partners, LLC oversees $200,000,000 in assets. When Jon joined the firm in 1999, he co-founded BGM Financial Resources, a sister company that provides insurance solutions. Jon is also a co-founder of Cornerstone Private Asset Trust Company, LLC, which provides trust services.

Jon serves on the board of the Financial Planning Association and is the Director of their Special Events Committee. He is the Past President of his Toastmasters club. Jon has been on KCCO 950 AM’s Wealth Management segment and quoted on practice management issues in the Journal of Financial Planning and Financial Advisor.



Rollyn H. Samp

Rollyn H. Samp
Attorney at Law, Sioux Falls, South Dakota

Rollyn is a Sioux Falls, South Dakota attorney with over thirty years experience. He holds a degree in political science and communication from Augustana College and a Juris Doctorate from the University of South Dakota (1968).

Samp for five and a half years headed the South Dakota field staff of U.S. Representative Ben Reifel, the first Plains Native American elected to the U.S. Congress. At age 25, Samp became chief of staff to the Governor of South Dakota; the youngest person to ever hold this position.

Samp Law Offices has a variety of farm and small business clients which blend with major clients including serving as corporate counsel to Student Loan Finance Corporation, Ridgeway International, Inc., and the Flandreau Santers Sioux Tribe. Samp served as special counsel to the State of South Dakota 1980-1986. He has completed over $5.5 billion in financings.

Since 1998, he has served on the Governor’s Task Force on Trust Reform Legislation which was enacted by the South Dakota Legislature. He co-authored a South Dakota Law Review article on trust situs (SD Law Review No. 44/3).

He helped author and coordinated publication of a book “Governors of South Dakota.” He authored, “If you liked the 50’s, You’ll Love These Stories.” His weekly “What’s the Law?” newspaper column has over 400,000 readers. He has appeared in several national publications including Communicating for Agriculture, Farm Journal, Outdoor Life, and Conservation Digest. He was a consultant for the Dan Rather - CBS News South Dakota “farm crisis” week long television special in 1987 and has been interviewed periodically on a rural advocate’s response to the continuing rural crisis.

He is founder of the Fellowship of Christian Estate Planners and author of the book “The Final Tithe: A Christian Approach to Estate Planning.”

Samp and his wife Karen have four children along with serving as foster parents to over 70 children.
